Rehabilitation and Restoration of the Potable Water Supply Network in 14 Communities of Quneitra Governorate

Since the start of the conflict, the regime stopped funding of operations and maintenance of pump stations that supply and distribute water via water networks in Quneitra Governorate. This has led to a gradual decay of the said facilities. In addition, a number of potable water and sanitation networks have been badly damaged causing losses in water and pollution in residential areas. As a result, water shortages have become increasingly frequent and, consequently, the health and wellbeing of the local communities have been negatively affected.

Therefore, the project was developed with the aim to rehabilitate and restore the functionality of all pumping stations, water storage towers and reservoirs and the water-pipe networks responsible for the supply and distribution of potable water to the households of fourteen targeted communities.

Following initial technical assessments, the project intends to realize this objective through a series of activities, including:

  • Enabling the Implementing Entity (IE) to contract a skilled workforce consisting of 89 persons, including 8 engineers, 6 technicians, 12 administrators, 3 drivers, 20 skilled laborers, and 40 general laborers.
  • Procurement and supply of the following items:
  • Equipment and materials for water pumps stations, comprising galvanized iron (GI) pipes, pumps (submersible, surface and dosing) with control panels, power generators, transformers including towers, electricity cables, accessories, etc.
  • Equipment and materials for works, maintenance, and overall implementation, including high-density polyethylene (HDPE) pipes, skid steer loader, excavator, and small truck, pipe-laying equipment, plumbing tools and safety gear, motorcycles, etc.
  • Furniture and IT equipment for IE offices in administrative buildings, Water testing equipment, consumables to cover operating costs, fuel & lubricants, spare parts for generators and pumps, etc.
  • Development of the institutional capacity of the IE through workshops, training, and assistance with the development of a governorate-wide strategy for water infrastructure development needs.

Worth approximately Euro 5.7 million, this project is expected to enhance the intuitional capacity of the IE, improve community access to disinfected and safe drinking water and ameliorate overall community health levels. The rehabilitation works shall contribute to improved potable water accessibility from 30% of the population in the target area (at present) to 80% upon successful implementation.

Overall, the project will directly benefit over 70.000 permanent residents and a large number of internally displaced persons (IDPs) currently residing in the project’s targeted areas.  Indirectly, all inhabitants of nearby villages will benefit from improvements in water quality and public health.

The project will be implemented over a period of 30 months as of the signing of the financing agreement.
