Rehabilitation of the Medium and Low Voltage Grid in Urban, Sub-urban and Rural Communities in a Northern District in Aleppo

Prior to the conflict, electricity services were provided to a northern district in Aleppo and its greater area by the General Company for Electricity of Aleppo Governorate and the district Electricity Department. The supply source for the northern district in Aleppo was via 20 kV feeders from a 66/20 kV substation.  However, since the beginning of the conflict the regime had completely terminated any funding of electricity services in the opposition areas and as a result, severely affected the maintenance and operation of the electricity distribution network, and due to the irregular maintenance in the past years, the electrical network has frequent failures caused by overloading of a number of grid lines, losses due to poor maintenance and shortage of equipment, spare parts, and maintenance tools.  

 

With the gradual restoration of security and economic improvement in this northern district, the SRTF saw an increased need to work on the infrastructure of electrical power in this district to meet the needs of its inhabitants as more and more people are returning to the area including internally displaced people (IDPs) in pursuit of security and safety.

 

The proposed project seeks to provide the necessary inputs and support to the IE in order to enable it plan and implement the rehabilitation of the medium and low voltage grid and 20/0.4 kV transformer substations in the designated district and introduce basic improvements in the grid to mitigate the problem of overloading in some transformer feeding and supply lines. Moreover, the project shall target the reduction of power losses and weaknesses, due to the deteriorating network of the distribution system especially, the low voltage networks.

Some of the main activities of the project are as follows:

 

  • Rehabilitation of medium voltage networks which includes: Provision and installation of cables, joint boxes, terminal boxes (all 20 kV) and disconnectors, fuses; and provision and installation conductors ACSR (20 kV), insulators with accessories.

 

  • Rehabilitation of 20/0.4 kV transformer substations which includes: Provision and installation of 20/0.4 kV distribution transformers with different capacities with all accessories/hardware; and Provision and installation of low voltage distribution panels and circuit breakers 0.4 kV.

 

  • Rehabilitation of low voltage networks which includes: Provision and installation of cables, fuses, and bases, insulators with accessories/hardware, mini circuit breakers and terminal clamps (all 0.4 kV); Provision and installation of conductors (120mm², 70 mm², and 50 mm² [all aluminum AAC]), jointing clamps; Provision and installation of poles (with accessories).

 

  • Provision of Consumable Goods which includes: Safety clothes; and Diesel for running basket crane & trucks

 

  • Civil Works consisting of the following: digging holes and installation of poles; and laying, installing, and connecting of MV underground cables.

 

  • Capacity Building & Technical Assistance including the following: Supply of basket crane, cable test van, light commercial vehicle, and motorcycles; Emergency generators; Mechanical and electrical tools, safety tools, and test devices needed to the staff, etc. Supply of IT equipment (laptop, printer, scanner, Internet connection, etc.) and office supplies; Consulting services to support development (technical specifications; training plan); and Training programs that cover some important technical and administrative aspects.

 

Upon completion, the project is expected to have the following results:

  • Improved reliability and quality of the electrical supply at the household level and for essential public services facilities;
  • Increased technical operational capacity and efficiency in the provision of services by the IE; and
  • Improvement in the living conditions of communities.

 

Worth a total budget of EUR 1.6 million, the estimated project is expected to last about 15 months including procurement and works at the project in targeted areas. Post-implementation monitoring will continue for an additional six months. Direct beneficiaries of this project are approximately 50,000 people including a large number of IDP families who currently reside in the district region and 4,000 people who reside in two IDP camps near the district area. Also, a number of public facilities will benefit from the reliability of electricity supply which includes, but not limited to: municipality facilities, hospitals, and public health facilities, bakeries, water supply pumping stations, and telecommunication stations.
