Solid Waste Management and Rubble Removal in 10 Communities in Hama Governorate
Following the outbreak of the conflict, debris and rubble accumulated as a result of the repeated shelling of cities. The lack of heavy machinery to rehabilitate water mains, remove debris, open roads, and clean city squares exacerbated the situation. As the conflict continued, waste containers were misappropriated, used as barriers during clashes, and destroyed. As a result, waste has been piled into mounds while health problems and diseases spread (e.g., leishmaniasis), and hygiene levels degraded. Additionally, the number of available waste collection vehicles has decreased due to malfunctions or theft. Moreover, the lack of proper equipment and pesticides led to the spread of rodents and insects. Lastly, many staff members ceased to work, as their salaries were stopped and their equipment destroyed.
However, at new project sites, some municipal sanitation workers are working voluntarily. These workers continue to do what they can to promote and ensure solid waste management for the good of public health in spite of the lack of equipment and funding.
In order to protect public health, the project aims to reestablish cleaning and waste management services using appropriate equipment and functional vehicles for waste collection and applying proper landfill management through the following activities:
- Supply of heavy equipment (small size), hydraulic refuse collection vehicles to transport waste, tractors with wagons for waste collection in small village, containers for waste collection and spare parts.
- Supply of equipment to spray insecticides.
- Rehabilitation of IE facilities (e.g., civil works, office refurbishment and consumables to different administrative departments).
- Training and capacity-building for IE staff.
- Institutional support consisting of:
- Procurement and supply of basic tools, safety gear, and clothing for maintenance crews, including support and contribution to their payroll;
- Payment of salaries for one year to key technical personnel (i.e. engineers, technicians, drivers, labors, and personnel administrators who will carry out the project);
- Payment of operational costs for six months to carry out the project’s activities until a sustainable funding plan is implemented.
The project will improve pest control and prevent epidemics caused by pests, improve public health by decreasing the prevalence of disease (e.g., leishmaniasis) and preventing the outbreak of new diseases (e.g. cholera) via proper sanitation practices and prevent environmental pollution. It will provide new job opportunities for citizens while increasing the IE capacities.
With an estimated budget of Euro 2 million and a duration of 24 months, this project will benefit around 105,000 inhabitants of 10 local communities. For further information on this project see:
