Eligible Implementing Entities

Based on the guidelines provided by the Framework Agreement and the criteria operationalized by the Management Unit, Implementing Entities are considered eligible if they are one or more of the following:

• Local councils, municipalities, and other local regional and national public administrative entities in Syria;
• Public service providers and utilities;
• Non-government legal entities (such as local and international civil society organisations), International Organisations, International NGOs and other public or private entities acceptable to the Management Committee (MC); or
• UN agencies, programs and funds.

Any potential Implementing Entity that does not meet the above criteria will not be approved.

Any connection with money laundering, financing of terrorism, or any illegal activities will disqualify the Implementing Entity.

Eligible IEs are expected to carry out their operational project activities under the supervision and guidance of the Management Unit (MU).
