Provision of Primary and Specialised Medical Services in Deir Ez-Zor Governorate
In response to the high need for healthcare services as a result of the devastation endured in the health sector, the SRTF approved this health intervention, “Provision of Primary and Specialised Medical Services in Deir Ez-Zor Governorate.” The SRTF’s support includes rehabilitation, equipment, furniture, lab consumables, running costs, and the salaries of technical & administrative staff.
This intervention is made up of five main activities that address critical issues in the health sector in Deir Ez-Zor. These activities are as follows:
1. The Provision of Primary Healthcare Services
Under this activity, the SRTF will support a comprehensive primary healthcare center (PHCC), a level-three primary healthcare center, a mobile clinic, and the distribution of chronic disease medications. The primary healthcare services will be provided through general clinics, pediatrics, internal medicine, a reproductive health clinic, a labor room, a nutrition clinic, mental health & psychological support, a dental clinic, a laboratory, and an emergency clinic.
The mobile clinic will serve seven communities that might not be able to reach the health services provided by the other facilities. The supported clinics will include midwifery, general medicine, nutrition services, and psychological support.
The primary health care services will directly benefit 119,028 beneficiaries, as well as 714,168 indirect beneficiaries.
The final service under this activity of the intervention is supporting health centers with chronic disease medications. Prior to the crisis, non-communicable diseases (NCDs) accounted for 80% of all deaths in Syria and the COVID-19 pandemic placed a heavy burden on existing healthcare facilities in Northeast Syria (NES).
Through this activity, the implementing partner will distribute NCD kits to patients with chronic diseases for a period of six months to reduce their visits to health centers as a means of reducing COVID-19 transmissions. The chronic diseases that will be covered by this activity include hypertension, diabetes, cardiovascular disease, asthma, and chronic obstructive pulmonary disease.
This activity will directly benefit 7,500 beneficiaries, as well as 45,000 indirect beneficiaries.
2. Supporting a Medical Laboratory
This intervention will support a medical laboratory located in a central hospital and provide lab services for hospital patients. Through this central medical laboratory, inpatient and registered outpatients will receive quality laboratory services that consist of clinical chemistry, hematology & coagulation, transfusion, and microbiology tests. In addition, this laboratory will receive specimens from nearby hospitals that serve 28 regions.
This activity will have an estimated 6,720 beneficiaries, as well as 40,320 indirect beneficiaries.
3. Supporting a Blood Bank
A blood bank plays an important life-saving role in in-patient care. As a result, this activity aims to manage a safe, secure, and effective blood system that supports the collection, testing, and manufacturing of blood. It aims to achieve an equitable allocation of blood and blood components on-demand in a timely way. The blood bank is located in a central hospital and will serve nearby hospitals. The inventory and distribution functions of the blood bank will operate 24/7, ensuring that blood is always available to hospitals.
This blood bank will benefit 6,582 beneficiaries, in addition to 39,492 indirect beneficiaries.
4. Supporting the Thalassemia Center
Thalassemia is an inherited, chronic disease common in the Middle East. Thalassemia patients need regular blood transfusions and chelation therapy to remove excess iron from their blood to prevent organ failure.
This intervention will support the thalassemia center at a central hospital to provide chelation therapy and safe blood transfusions to thalassemia patients. In addition to chelation therapy and safe blood transfusions, the center will closely monitor patients to identify and treat severe infections early and to provide health education and psychosocial support.
This center will directly benefit 294 patients, in addition to 1,764 indirect beneficiaries.
5. Personal Protective Equipment (PPE) for Schools
COVID-19 has significantly affected all people and their access to essential life services, including access to schools. This activity aims to mitigate the transmission of COVID-19 in targeted schools. With the support of the implementing partner, the SRTF will ensure students are well-protected inside schools with the distribution of PPE and masks. In addition to PPE, awareness sessions will ensure that students have proper knowledge about the importance of COVID-19 precautionary measures and how to properly use PPE.
An estimated 62,000 beneficiaries will benefit from the distribution of masks, in addition to 372,000 indirect beneficiaries.
This eight-month health intervention has a budget of EUR 2.5 million. As a result of these five main activities, a total of 202,124 people is expected to benefit from this intervention, in addition to over one million indirect beneficiaries.
