Supporting Health Services in Ar-Raqqa and Deir-ez-Zor Governorates - Phase II

With the collapse of the Syrian government on 8 December 2024, widespread insecurity and displacement have exacerbated an already dire humanitarian crisis. In Northeast Syria (NES), millions face severe shortages in health, water, sanitation, and hygiene (WASH), education, and protection services. Healthcare access is critically limited, with facilities either non-functional or struggling due to funding shortages and high demand.

 

To that end, the SRTF through the Implementing Partner (IP) is launching Phase II of an intervention to address urgent health needs in Deir-ez-Zor and Ar-Raqqa governorates, targeting some of the most vulnerable populations, including displaced persons, returnees, and members of host communities.

 

The main activities will focus on expanding services at one Hospital, the only free-of-charge healthcare facility serving over 327,400 individuals in Deir-ez-Zor. Key activities include establishing a 24/7 emergency department, operating outpatient clinics for paediatrics and gynaecology, enhancing maternal care with a dedicated ward and operating theatre, and implementing malnutrition screening for children and pregnant and lactating women. The hospital will also provide inpatient paediatric care, neonatal services, radiology, laboratory, and pharmacy support to ensure comprehensive care. Additionally, the IP will introduce a cost-sharing pilot program in select non-life-saving services to promote financial sustainability while ensuring equitable access.

 

In Ar-Raqqa Governorate, the IP will deliver primary healthcare services across seven Primary Healthcare Centers (PHCCs) and support the Intensive Care Unit (ICU) at Ar-Raqqa National Hospital. Services include outpatient consultations in paediatrics, gynaecology, and internal medicine, laboratory and pharmacy support, malnutrition screening, emergency obstetric and neonatal care, and a structured referral system for higher-level treatment. The ICU will receive full operational support, including critical care beds, radiology, and pharmaceutical supplies.

 

The 10-month, EUR 1.6 million budget intervention aims to provide 147,756 consultations to 70,980 unique direct beneficiaries, ensuring essential healthcare services remain accessible and free of charge. In Deir ez-Zor, 30,080 individuals will receive care, while in Ar-Raqqa, 40,900 beneficiaries will access vital medical support. Additionally, indirect beneficiaries include household members of direct patients, estimated at 354,900 individuals.

 

This intervention will also enhance healthcare access for vulnerable populations in the wider catchment areas, improving overall well-being and resilience in conflict-affected communities.
