Primary Health Care for Conflict-Affected Populations in Deir-ez-Zor – Phase III

Syrians in Deir-ez-Zor have been facing barriers in accessing healthcare services given their cost, instability and shortage, as a result of the ongoing conflict, the COVID-19 pandemic and the water crisis which has increased the spread of waterborne diseases, including the recent Cholera outbreak.

The Syria Recovery Trust Fund (SRTF) has designed this intervention, “Primary Health Care for Conflict-Affected Populations in Deir-ez-Zor – Phase III”, in response to the increased needs and challenges in accessing primary health care in Deir-ez-Zor, Northeast Syria.

Through this intervention and in coordination with the Implementing Entity (IE), the SRTF aims to enhance conflict-affected Syrians’ accessibility to health care through the provision of primary health services in Deir-ez-Zor Governorate.

The intervention is expected to:

• Deliver essential primary health services and referrals.
• Maintain an adequate supply of medical consumables at the primary health care centre (PHCC), Triage/Emergency Room, and ensure proper storage and use of medication and medical supplies.
• Enhance the technical capacity of health workers to enable them to deliver quality consultations and procedures, while adhering to the latest treatment protocols and referral procedures.

This will be done by implementing the following:

• Providing medical consultations and effective diagnosis and management of communicable and non-communicable diseases for adults, and reproductive health services, by supporting one general consultation room.
• Managing infant, child and adolescent illnesses in addition to growth, development and nutrition screening for children under five years old, by supporting one paediatric clinic.
• Maintaining a Triage and Emergency Care Unit to prevent cases of mortality, morbidity and disability developing.
• Providing complementary diagnostics in support of essential PHCC services.
• Establishing an ambulance transportation service and referral system for patients who have urgent needs for higher levels of care.
• Providing key messages and health awareness sessions to patients by organising awareness campaigns among the affected population.
• Providing mental health screenings, individual counselling and referrals.
• Procuring and distributing essential medication, medical consumables and supplies.
• Delivering remote and in-person training to health workers at the facilities.

This is anticipated to result in the following:

• Providing a total of 14,300 general consultations to 6,500 unique patients above 18 years old.
• Providing 13,000 paediatric consultations to 6,190 patients under 18 years old.
• Conducting malnutrition screening for children under the age of five years.
• Conducting 500 individuals and 100 group awareness sessions to 2,500 individuals on health, hygiene and nutrition.
• Providing basic psychosocial services to 500 individuals with the necessary referrals.
• Providing 1,340 tetanus vaccinations to patients.
• Providing 8,883 diagnostic services to patients.
• Providing emergency services to 12,000 patients through the Triage and Emergency Care Unit.
• Conducting 50 referrals per month for patients who need higher levels of care.
• Provide medication to at least 80% of patients in line with the World Health Organisation treatment guidelines.
• Provide capacity-building training sessions for health workers where at least 85% of attendees show 20% improvement in their performance and knowledge.

With a total budget of around EUR 997,000, this intervention is expected to directly benefit 23,200 unique patients as well as their 116,000 family members indirectly, over a period of 10 months. At least another 719,000 individuals living in surrounding areas will benefit from the provision of such services, thereby, improving the overall access to health care and reducing health needs in the area.
