Supporting Health Services in Ar-Raqqa Governorate – Phase VI
People in Northeast Syria have been facing barriers in accessing healthcare services as a result of the ongoing conflict, the COVID-19 pandemic and the water crisis which has increased the spread of waterborne diseases, including the recent Cholera outbreak. The already-fragile health system continues to deteriorate leaving more people in need of urgent care.
In coordination with the Implementing Entity (IE), the Syria Recovery Trust Fund (SRTF) launched an intervention, ”Supporting Health Services in Ar-Raqqa Governorate – Phase VI”, under its Health sector to address such essential needs in Ar-Raqqa.
Through this intervention, the SRTF aims to improve the living conditions and well-being of vulnerable internally displaced people (IDPs) and members of host communities, by ensuring increased access to essential healthcare services in Ar-Raqqa city and its outskirts.
The intervention is expected to:
- Support one Intensive Care Unit (ICU) ward in a hospital in Ar-Raqqa.
- Support seven Primary Health Care Centres (PHCCs).
This will be done by implementing the following:
- In the hospital:
- Procuring personal protective equipment, medications, medical consumables, as well as other operational requirements.
- Recruiting health workers.
- Delivering training to health workers on various topics including First Aid and Cardiopulmonary Resuscitation (CPR).
- Operating an Intensive Care Unit (ICU) ward with a capacity of 10 beds.
- Conducting maintenance work within the facility.
- In the PHCCs:
- Procuring personal protective equipment, medications, medical consumables, as well as other operational requirements.
- Installing a solar energy system in each centre.
- Installing a 20 KvA prime power generator, as an alternative source of electric power to be used when necessary.
- Recruiting health workers.
- Supporting three outpatient clinics; gynaecology, paediatric and internal medicine, within each PHCC. This will also include conducting malnutrition screening for children under five years old.
- Conducting health awareness and education sessions for patients, on topics including COVID-19, infant and young child feeding, natural deliveries, family planning and vaccinations.
- Delivering effective psychosocial support counseling sessions and referring mental health cases when necessary. Doctors and mental health and psychosocial support (MHPSS) workers will be provided with the relevant training sessions to enable them to provide adequate support to patients.
- Establishing a triage at the reception of every PHCC, to ensure the effective application of patients based on urgency.
- Dispensing medication with instructions via pharmacies in each of the PHCCs.
- Providing laboratory testing in each of the PHCCs.
- Providing ambulance services in each of the PHCCs escorted by paramedics for emergency referrals.
- Delivering training to health workers on various topics including First Aid and Cardiopulmonary Resuscitation (CPR).
- Conducting maintenance work within the facility.
This is anticipated to result in the following:
- Providing a total of 319,133 general consultations to 115,790 patients at the PHCCs.
- Providing Emergency Obstetric Care services in each of the PHCCs for a total of 70 patients.
- Providing referral ambulance services to a total of 1,960 patients across the seven PHCCs.
- Providing ICU ward service at the hospital.
With a total budget of around EUR 2.1 million, this intervention is expected to directly benefit 115,790 unique patients as well as their 578,950 family members indirectly, over a period of 10 months. Around 435,836 IDPs and host community members living in surrounding communities will also benefit from the improved living conditions and well-being, as a result of the improved access to essential healthcare services.
