Support to One Primary Health Care Centre (PHCC) and Two Dialysis Units (DUs) in Deir-ez-Zor and Ar-Raqqa Governorates - Phase II

Syrians in Northeast Syria have been facing challenges in accessing basic healthcare services and attaining the necessary medication due to the ongoing conflict as well as the COVID-19 pandemic amongst other obstacles.

In response to the high demand for improve health services and based on the success of the first phase of the Health intervention, “Support to Five Primary Health Care Centres (PHCCs) and Two Dialysis Units (DUs) in Deir-ez-Zor and Ar-Raqqa Governorate”, the Syria Recovery Trust Fund (SRTF) launched “Support to One Primary Health Care Centre and Two Dialysis Units in Deir-ez-Zor and Ar-Raqqa Governorates – Phase II”, in coordination with an Implementing Entity (IE).

Through this intervention, the SRTF aims to continue filling the gaps needed to maintain the provision of and enhance the quality of healthcare services in one previously supported PHCC in Ar-Raqqa and two previously supported DUs in Deir-ez-Zor, Northeast Syria, through the provision of the necessary medication and medical consumables.

The intervention is expected to:

• Enhance the quality of the primary health care services provided at the PHCC in Ar-Raqqa by providing medication.
• Ensure the effectiveness and quality of life-saving routine haemodialysis services at two DUs, while increasing access to quality haemodialysis care services.

This will be done by implementing the following:

• Ensuring a safe and efficient supply chain management cycle.
• Recruiting staff for the warehouse.
• Preparing the lists of medication and medical consumables according to the World Health Organisation (WHO) standards.
• Procuring the necessary medication and consumables.
• Using the Rational Drug Use and Medicine Use instructions during the provision of primary health care services and haemodialysis services.

This is anticipated to result in the following:

• One fully equipped PHCC, provided with the necessary medication.
• Two well-equipped DUs, provided with all the necessary medication, dialysis kits and medical consumables.
• Over 27,000 patients receiving non-surgical medical services.
• The provision of over 33,000 consultations.
• Over 27,000 patients receiving medication.
• The provision of a total of around 5,760 haemodialysis sessions.

With a total budget of around EUR 1.9 million, this intervention is expected to directly benefit 27,963 unique patients as well as their 139,815 family members indirectly, over a period of around eight months, including one month for preparation. Around 615,727 IDPs and host community members living in surrounding communities will also benefit from strengthening the existing health system in Northeast Syria through the provision of such services, while also enhancing individuals’ economic conditions through the provision of job opportunities in the health facilities and through the reactivation and provision of quality health services.
