Enhancing Shelter and Livelihood in Deir-ez-Zor Governorate

The infrastructure in Deir-ez-Zor Governorate, Northeast Syria (NES), has sustained significant damage throughout the conflict, posing economic challenges for residents and increasing the economic burden on them as their homes were damaged, thereby, creating an unsafe living environment, especially for internally displaced persons (IDPs), women, children and the elderly. This has also made it difficult for returnee IDPs from one specific camp in NES to reintegrate into their communities.

In collaboration with an Implementing Partner (IP), the Syria Recovery Trust Fund (SRTF) launched an intervention under the Livelihoods sector; ”Enhancing Shelter and Livelihood in Deir-ez-Zor Governorate” with the aim of revitalising communities, improving living conditions and reintegrating returnees and IDPs by promoting resilience, stability and women empowerment.

Through its activities, the intervention is expected to:

  • Improve local community members’ and returnees’/IDPs’ living conditions.
  • Promote community resilience.
  • Enhance economic stability.
  • Improve food security within the targeted communities.
  • Empower female-headed households as well as low-income and IDP households.
  • Improve access to food, while promoting sustainability and self-sufficient practices.
  • Facilitate the reintegration of returnees/IDPs into their communities.

This will be done by implementing the following activities:

  • Conducting civil works, including the rehabilitation of walls and reparation of windows and doors, on up to 1,000 houses.
  • Providing potable water to the houses through sanitation works, including the reparation of plumbing systems and installation of water filters.
  • Conducting electrical works, including the rehabilitation of lighting and electrical systems.
  • Providing agricultural support to an additional 800 houses, by implementing small-scale agricultural yards through installing modern irrigation systems and distributing vegetable seedlings for cultivation.
  • Installing hydroponic agricultural units in a further 50 houses, which allow for the cultivation of plants in soilless environments while relying on nutrient-rich water solutions to nourish the crops. This provides control over plant nutrition, minimises water usage and allows for cultivation all year round irrespective of seasonal constraints.
  • Employing up to 2,000 workers, including local community members and returnees/IDPs, through Cash-for-Work opportunities to rehabilitate houses, schools, streets, health facilities and markets.

This is anticipated to:

  • Rehabilitate and restore 1,000 houses.
  • Support 800 houses with small-scale agriculture yards.
  • Install small-scale hydroponic agricultural units in 50 houses.
  • Involve 2,000 individuals in Cash-for-Work activities.
  • Allow residents to develop sustainable agricultural skills.
  • Provide a source of income for families if their excess produce is sold in local markets.

With a total budget of EUR 2.4 million, this intervention is expected to benefit 10,550 individuals directly and 56,240 residents and IDPs living in the four targeted communities indirectly, over eight months which include a two-month preparation phase.
