Supporting Health Services in Ar-Raqqa and Deir-ez-Zor Governorates

The Syria Recovery Trust Fund (SRTF) has been steadfast in its support of the health sector in Ar-Raqqa and Deir-ez-Zor Governorates under different efforts for several years. Amidst challenging health issues like recurrent disease outbreaks, waterborne illnesses, prolonged drought, food insecurity, and vaccine-preventable diseases, addressing rising health concerns remain paramount.

To ensure the uninterrupted provision of comprehensive and much-needed support to the Health sector in the two governorates, the intervention "Supporting Health Services in Ar-Raqqa and Deir-ez-Zor Governorates" was launched in coordination with an Implementing Partner (IP).

This initiative secures the continuation of essential and critical healthcare services, encompassing operations at seven primary healthcare centres (PHCCs) and an intensive care unit (ICU) within a hospital in Ar-Raqqa Governorate, as well as at one maternity hospital in Deir-ez-Zor Governorate.

In terms of outcomes, this intervention is expected to:

• Increase people’s access to and continue the delivery of essential health services in Ar-Raqqa and Deir-ez-Zor Governorates to address severe needs.
• Improve the living conditions and well-being of vulnerable internally displaced persons (IDPs) and host community members.
• Increase people’s awareness about health issues.

This will be done by implementing the following:

• Providing free-of-charge health care services at a maternity hospital in Deir-ez-Zor, including:
  • A 24/7 Emergency Department available to serve non-surgical cases, with two ambulance vehicles, which will be transferred from a previous SRTF-funded Health intervention.
  • An outpatient paediatric clinic.
  • An outpatient gynaecology clinic.
  • A ward for natural deliveries, which includes three tables and an operating theatre for caesarean sections.
  • Malnutrition screen for children under five years olf and pregnant and lactating women (PLW), with referrals to the Outpatient Therapeutic Programme for the cases in need.
  • An inpatient department for paediatric care.
  • Nine incubators equipped with phototherapy devices for children who need postpartum care.
  • An inpatient ward for patients before and after surgeries.
  • A High-Dependency Unit (HDU).
  • A radiology department.
  • A pharmacy.
• Providing medical services at seven PHCCs in Ar-Raqqa, including:
  • Three outpatient clinics for paediatric service, gynaecology services and internal medicine.
  • Laboratories and testing mechanisms, tools and equipment.
  • Pharmacies and medication dispensers with instructions.
  • Malnutrition screening for children under five years old and PLW.
  • A referral mechanism.
  • Note: all PHCCs will offer Basic Emergency Obstetric Care and handle natural deliveries.
• Providing health care services at an ICU in a hospital in Ar-Raqqa, including:
  • Supporting the ICU with a 10-bed capacity, including two which are designated for cases requiring isolation such as COVID-19 and Tuberculosis.
  • Supporting the radiology department, laboratory and pharmacy within the hospital, to ensure the accurate diagnosis of all critical cases and to monitor disease progressions and treatment.
• Procuring the necessary personal protective equipment, fuel, stationary, medications, medical equipment and consumables.
• Recruiting medical personnel.
• Providing health awareness and health education sessions by trained health workers.
• Conducting maintenance works.

With a budget of around EUR 1.8 million, this intervention is expected to directly benefit 40,344 individuals and their 201,720 family members indirectly over a period of 10 months. Additionally, over 933,115 host community members and IDPs in surrounding communities will benefit from improved health conditions and well-being, as a result of ensuring increased access to essential healthcare services.
